Avon Lake Watermain Improvements

This project runs water main from North Park through Avon and connects to existing water main north of Corteva/Pioneer warehouse allowing for Avon residents to connect to service and increase water flow resulting in better service and fire protection pressures in the area.

This project will be a little unique in that it combines the resources of two government agencies to tackle two major concerns. Carlisle’s main goal is connecting the water main to create a loop. Looped water mains provide increased flows that help with better water service to customers and increased fire protection. These are important when providing services and attracting new businesses to our community. Polk County noted their desire to provide quality treated water to their residents in the Avon community. To do this in a cost effective way, connecting to Carlisle’s system makes the most sense. The addition of these services would also help benefit the city through a increasing the overall number of water users on the system. The project also allows us to connect more users to our utility, providing increased revenue.

This partnership means that Carlisle will be leading the project but Polk County will be participating throughout the design, review, and construction phases of the project. This participation comes in the form of staff support, oversight, and funding. The proposed arrangement with Polk County is that Carlisle will pay the cost of the main line that loops the water main. Polk County would pay the cost of the arterial lines that would service the Avon community. This amount is estimated to be $2,250,000. At this time, it is unclear what connection fees will be associated with connecting to the system.

It is also worth noting that this project will be accomplished through the use of water revenue funds, not taxes. This means the water portion of your mixed utility bill will provide the funding for this project. If we were to forego doing this project, the funds going towards this project would not be going towards a non-water related project like the buildings or streets.
