Minutes, Carlisle City Council Special Meeting, 1 February 2018


Thursday, February 1, 2018; 5:30 P.M

Carlisle City Hall Council Chamber, 195 N. 1st St.

Elected Officials present were Mayor Drew Merrifield, Council Members Dan McCulloch, Eric Goodhue, Rob VanRyswyk, Josiah Doughty, and Doug Hammerand constituting a quorum. Also present were City Administrator Andy Lent and Police Chief Matt Koch. Mayor Merrifield called the meeting to order at 5:30 P.M.

The Pledge of Allegiance was recited.


The City Council discussed the costs for transportation and housing of arrestees with the closing of the Warren County Jail at midnight tonight. Chief Koch had previously given the Council figures on the cost of the city transporting and housing the arrestees in Jasper and Marion Counties. He further explained that Warren County Sheriff Brian Vos had proposed that the cities (Indianola, Norwalk, and Carlisle) bring the arrestees to Indianola as before, and the county would see to the processing and transporting of the arrestees to Jasper County. Warren County would charge the cities $90 per arrestee. Chief Koch and City Administrator Lent noted that the county should bear the whole cost since they had not maintained the county jail, this proposal is the best option and recommended its approval.

A draft proposal from the Norwalk city attorney was presented to the Council that would be reworded for Carlisle.

Goodhue suggested that the words “and Housing” be used in the title of the agreement so that it showed the agreement was for transportation and housing services. The city would pay $90 per arrestee to the county for transporting the arrestees to and from Jasper County and to house the arrestees there. Lent asked the Council to approve the arrangement as stated in the Norwalk agreement since the jail was closing this evening. A new agreement would be available at the February 12th Council meeting for the Council to formally approve.

Motion by McCulloch, seconded by Van Ryswyk to approve paying Warren County $90 per arrestee with the County providing transportation and housing for the arrestees in Jasper County. Motion carried unanimously on a roll call vote.


Motion by Goodhue, seconded by McCulloch to adjourn at 5:44 PM. Motion carried unanimously on roll call vote.
